The language is consistent with a variety of goals contained within the <br /> County General Plan ranging from the identification of areas of unique scenic and natural <br /> beauty, preservation of areas of historical and cultural importance, and increased recreational <br /> opportunities for the residents and visitors. <br /> Similar to programs found around the country, this Bill is designed to provide a program <br /> to recognize outstanding cultural, historic, recreational, natural or visual resources <br /> located along limited sect/ons of appropriate trartapoRat/on corridors that are valued by <br /> local residents as well as by visitors to the Island. They provide a framework from which to <br /> recognize, develop, maintain, and enhance these resources. Scenic Corridor Programs, <br /> nationwide, serve to encourage lateral road corridor planning not possible with the limitations of <br /> parcel-by-parcel zoning. Highways designated as Scenic Corridors can provide direct and <br /> indirect benefits for residents, roadway users, and communities. Benefits can inGude increased <br /> business, increased property values, addftional sources of grant funding for things such as: <br /> maintenance, enhancement, planning, preservation, and visitor-marketing of unique community <br /> resources. <br /> Specifically, this Bill will establish the framework within the County Code for a Scenic Corridor <br /> Program in the County of Hawaii. <br /> The mandatory Corcidor Management Plan (CMP) required for any Corridor under Bill. No 265 <br /> must be a product of community-based planning and partnership~building to utilize a diversity of <br /> techniques, incentives, and policies to encourage both resource protection and economic <br /> development.
