So What Is The Problem? <br />Both Positions At Kona Resource Center <br />Are Federally Funded Through Title III of <br />The Older Americans Act. <br />Why Is This A Problem? <br />• Authorization for Title III -E Federal Funds for <br />Implementation of National Family Caregiver <br />Support Program Contains Prohibition Against <br />"Supplanting." We Cannot Utilize These Funds To <br />Cover Personnel and Administrative Costs Covered <br />By Other Resources. As A Consequence, We Are <br />Unable to "Free Up" Limited Title III Funding For <br />Provision of Needed Direct Services. <br />We Are Limited In The Amount of Funds That Can <br />Be Used for Administration and Direct Services. <br />• The Need and Demand for Direct Services <br />Increases Daily and Projected Future Demands are <br />Staggering. <br />4 <br />
