The District Courts issue injunctions for non -related partners in:domestic violence <br />cases which do not qualify. under the Domestic.Abuse statute; in the First. Circuit., there.are also, a. <br />number of domestic violence cases involving family or household members, that are sent to <br />District Court for adjudication. The data from the Hawaii'Criminal <br />Justice Data Center (HCJDC) reflect. calendar years 1996 to 2002 in Table `5.:. Coding of <br />violations by the police departments may prevent capture of all domestic violence -related arrests, <br />as mentioned earlier. Other than a slight dip in 1999, all counties demonstrated a steady increase <br />in the number of arrests for TRO violations, with a dramatic statewide increase of over 87% <br />4 <br />
