"However, a Certificate of Occupancy for <br /> residential and transient accommodation units shall not be issued until <br /> Queen Ka`ahumanu Highway, Phase II, from Kealakehe to the Airport, <br /> has been widened to a minimum of four traffic lanes or within two years <br /> from the effective date of this ordinance, whichever occurs first." <br /> 4.
