I hereby request that the council deny the change of zone <br /> request at this time and that ficel decision making on this issue shall be at a council mceting to be <br /> held in Kona. This project will have substantial impact s o» the Kona community <br /> The subject request for zo»e change raises several serious concerns: <br /> 1) The "Project District" request is speculative and does not satisfy the review criteria <br /> and conditions for approval. The project district proposal is "conceptual" and therefore adverse <br /> impacts cannot be ndequabely ide»tified and/or properly addressed The change of zone request <br /> should »ot be granted at this time. <br /> 2) The request for change of zone will have significant adverse impacts upon the adjoin- <br /> ing eonsesvation lands, public trust lands, open space and access and gathering nights. <br /> 3) This developer has not acted in good faith with the Kona commutty and its attempt to <br /> participate in community building efforts have been less than meanungfiil. Clifto's sale of the <br /> subject property demonstrates iYs lack of regard for issues of which it has been made aware of <br /> a»d seeks a change of zone and SMA permit application to increase the saleability of the subject <br /> property. This is developer-driven land use planning and not Alarming that will benefit the Koaa <br /> commnnity as a whole. <br /> 4) Developer is »ow looking ib the County to grant a zone change and co»current SMA <br /> permit that would enable it to better secure im+eators or a purchaser for this property.
