The committee discussed and agreed there should be standard language in all <br /> County contracts allowing the County to deduct from contract payments <br /> whenever the vendor owes money to the County. The introduction of the FRESH <br /> system will enable the Committee to cross reference vendors and accounts <br /> receivable. <br /> The Department of Environmental Management has implemented the <br /> recommendation on limiting vendor participation in County contracts when the <br /> vendors are in collection status. A solid waste trash hauling contract included in <br /> the special provisions section that if the company was not current with their <br /> tipping fees, the County would withhold payments, and apply the payments to the <br /> outstanding account. The Department is exploring something even broader to <br /> involve all county contracts. <br /> Credit policies and procedures are being developed. Solid Waste does not <br /> currently have the manpower to do credit checks as a regular procedure. They <br /> will focus instead on more aggressive collections and consider shortening the <br /> time period before balances are considered past due. <br /> 33. Have quarterly reports of all settlements been filed with the Council? <br /> (Section 2-9, HCC) <br /> No. The Corporation Counsel failed to file the quarterly reports. <br /> Attached are the claim reports for calendar year 2003. (See Attachment "A") <br /> We have since assigned specific personnel to complete this task on a quarterly <br /> basis, so this will not happen again. <br /> 34. Family Support Division Program Objectives states: Collect a <br /> minimum of $400,000 in delinquent child support payments. <br /> What is the total amount of delinquent child support payments to be <br /> collected? Does this total fluctuate much? Would a percentage of total <br /> serve as a better measure, provided the total is known? <br /> The total amount of delinquent child support payments to be collected is <br /> unknown for the Island of Hawaii. However, for the State of Hawaii, the Child <br /> Support Enforcement Agency records reflect a total outstanding child support <br /> debt balance of $540,340,51.40. <br /> The total fluctuates by a million dollars or more a year, depending on the <br /> enforcement effectiveness of the offices statewide and the amount of obligors <br /> <br /> failing to make the ordered child support payments. <br /> 2 <br /> <br />
