Hawaii Community College will grow on both sides of Komohana Street and have a potential <br />population of 7,000 to 10,000 people. University Terrace will provide residential opportunities <br />and services to support this population in a manner which will minimize the need to travel <br />outside the community for employment, goods, services and entertainment. The overall design <br />theme provides generous open space with active and passive type recreational uses. This open <br />space area will consist of approximately 49 acres. The proposal is to improve the banks of the <br />drainage way for use as a linear park with the provision of bicycle and pedestrian pathways. <br />The applicant is in agreement that it should mitigate any adverse impact that this development <br />may create. The level of mitigation should be based on the latest and best information. The <br />Departments charged with imposing the mitigation plan should be allowed some flexibility in the <br />imposition. The County Council should have a means of making policy changes which comply <br />with existing ordinances. Based on this principal the following comments are presented for your <br />consideration. <br />K. It should be made clear that if required improvements are bonded for completion <br />within the time required that certificates of occupancy can be issued for projects <br />where the improvements are complete. <br />L. The Council acting by resolution should have the ability to approve a project that is <br />in compliance with the County Code but not allowed under this ordinance. <br />O. The dedicable standard without 80 feet of roadway surface with curbs, <br />gutters and sidewalks or paved shoulders can be worked out with DPW. To <br />propose unpaved shoulders with a naturalized surface and some planting, <br />an agreement with DPW to accept the pavement for dedication and <br />
