The approximately 866 - <br />acre property is located at the northern most portion of Waikoloa Village, as shown in Figure 1, and <br />would be accessed through an extension of Paniolo Drive. <br />As part of their initial planning for the approximately 866 -acre property at Waikoloa Village, Lynch <br />Investments recently completed a master planning effort for the property. Although the property is <br />currently zoned for single-family use, the development plan for this area, as shown in the attached <br />Conceptual Master Plan (Figure 2) seeks to preserve the unique qualities of the site by retaining <br />much of the drainage and steeper areas as open space elements and by respecting and working with <br />the natural topography of the site. Additionally the Master Plan is organized around the concept of a <br />Rural Town Center that would include a mix of multi -family (condominiums), community services, <br />and some commercial uses. While keeping to a total planned density that would be less than that <br />allowed under the existing zoning, the inclusion of multi -family uses in the area of the proposed <br />town center will allow for more area to be preserved as open space and will reflect a mix of uses in a <br />similar proportion to that found within the overall Waikoloa Village community. The limited <br />commercial area is intended to allow for convenience -type, neighborhood commercial uses. <br />In order to implement the proposed mixed-use development as part of future increments of the <br />Waikoloa Heights development, on behalf of Lynch Investments, we respectfully request that a <br />Medium Density Urban designation be included on the County LUPAG Map with the property area, <br />as shown in the attached exhibit (Figure 3). <br />We appreciate your consideration of this matter.
