Subject: 1997-98 Real Property Assessment Certification Report
Dear Chairman Arakaki and Members Of The Hawaii County Council:
Attached is my certificate of net taxable real property within the County of Hawaii for
the 1997-98 tax year. This certificate is furnished in compliance with Chapter 19,
Article 11, Section 19-90(e) of the Hawaii County Code, as amended.
The total value of net taxable real property is $10,156,902,565. This amount is
$122,337,544 lower than the previous year. The percentage change from the previous
year is insignificant and thus not reported. The estimated gross value of new residential
construction is $121,055,400 and commercial construction is $37,260,100.
A total of 824 appeals were filed, as compared to 826 appeals in the previous year.
The amount in dispute is $246,459,840 compared to $227,174,692 in the previous year.
Enclosed please find details of the assessed valuations by zones, classes of property,
exemptions and appeals.

11 inch sheets of paper and are bound in binders located in the Real Property Tax
Division Office and the separate sheets are entitled "Real Property Assessment
Division - 1997 Real Property Assessment Notice List" and that for the 1997-98 tax
year the property has been assessed as shown thereon; that the complete list begins on

I, Harry A. Takahashi, Director of Finance of the County of Hawaii, pursuant to
the provisions of Chapter 19, Article 1 1, Section 19-90 of the Hawaii County Code, do
hereby certify to the Council of the County of Hawaii as follows:
(l) The net taxable value for each class of property within the County of Hawaii
as of April 18, 1997, as nearly correct as may be, is as set forth below. Excluded is the
value of exempt real property made taxable under the provisions of Chapter 19, Article
10, Section 19-85 of the Hawaii County Code, and excluded is the value claimed by
each taxpayer who has filed an appeal plus fifty percent of the value in dispute where
appeals from the director's assessments were unsettled as of April 9, 1997.
