1.1.11 Kea`au transfer station. One of 21 existing County transfer stations. <br />1.1.12 Mixed rubbish. A mixture of materials and items commonly discarded by <br />residential households and small businesses. <br />1.1.13 Neighborhood recycling center. A public facility which integrates the functions of <br />a transfer station and a County recycling and reuse facility. The term applied to <br />transfer stations upgraded to conform with the Kea`au model. <br />1.1.14 Recyclables targeted for local value-added cottage industries. Materials targeted <br />by the County for diversion to local cottage industries manufacturing value-added <br />products. See Chapter V for a list of targeted materials. <br />1.1.15 Recycle Hawaii. A non-profit educational organization whose mission is to <br />promote resource awareness and recycling on the Island of Hawaii. <br />1.1.16 Resource agency. Any agency with skills, knowledge, and resources the agency is <br />willing and able to make available to the County to facilitate implementation of <br />this plan. <br />1.1.17 Reusable household and office furnishings. Furniture, appliances and electronics <br />equipment in working order, kitchen utensils, books, and other items commonly <br />found in residential households and small offices, all in new or serviceable <br />condition. <br />1.1.18 Reusable construction and demolition (C &D) materials. Dimensional lumber, <br />plywood, new unpainted gypsum wallboard, roofing materials, doors, windows, <br />plumbing and electrical fixtures, cabinets, hand and power tools, and other <br />fixtures and materials commonly used in building construction, all in new or <br />serviceable condition. Reusable C & D materials does not include concrete, block, <br />or asphalt rubble. <br />1.1.19 Scrap metals. Recyclable metal items, including, but not limited to, large <br />appliances, bicycles, lawn mowers, cabinets, furniture, tools, and sheet metal <br />roofing, free of oil, fuels, refrigerants, and other liquids. <br />1.1.20 Scrap vehicles. Discarded passenger motor vehicles, including automobiles, <br />pickup trucks, passenger vans, and sport utility vehicles, free of oil, fuels, <br />refrigerants, and other liquids. <br />1.1.21 Transfer station. A public facility, owned and operated by the County, accepting <br />mixed municipal solid waste from customers, for transport to a disposal facility. <br />Similar to facilities known as public convenience centers in many jurisdictions. <br />1.1.22 Two stream recycling. A recycling system in which standard household <br />recyclables are sorted into two bins at collection centers or at curbside. Common <br />sort options include: <br />
