SECTION II <br /> PLAN DEVELOPMENT PROCESS <br /> <br /> 2.1 THE PLANNING PROCESS <br /> <br /> The planning process for the Hawaiian Paradise Park Community Master Plan was shaped by a <br /> <br /> number of major themes and concerns. These themes and concerns may be summarized as <br /> follows: <br /> 1. Major population growth in this area is taking place and will continue to increase. <br /> 2. The County and the Community have a unique opportunity to guide the density, <br /> character, and quality of this future growth. <br /> 3. Land Use Plans'for this area should be specific enough to provide a framework <br /> and a guideline for infrastructure planning, yet broad enough to allow for <br /> maximum property owner and market flexibility. <br /> 4. Environmental considerations for the rural nature of the area should be an integral <br /> part of the planning process. <br /> 5. The Plan should be developed in consultation with State and County agencies, <br /> property owners, community leaders, and the general public. <br /> 6. The product should be a Land Use Plan, and Limited Infrastructure Plan for the <br /> further development of this subdivision. <br /> The Community Action Committee of Paradise Hui Hanalike Corporation has developed this <br /> Plan in accordance with these themes.
