Recommendation: One of the purposes of the Hawaiian Paradise Park Community Master Plan is to serve as an implementation too] and a guideline for future revisions of the County of Hawaii General Plan. This Master Plan is not a regulatory measure, however, it should be used as a guide in making future ]and use decisions. The following presents the major recommendations of the Community Master Plan, which are based on extensive community input and planning analysis of the subdivision's land use and socio-economic problems and opportunities. Land Use Ptan * Six areas designated for Rural Town Districts (RTD) that provide for the development of the traditional character of existing rural towns. * Three of the 20 -acre parcels be designated as "Village Centers" and later zoned for mixed use. Conceptually, each Village Center would be a small neighborhood shopping and professional service center surround a village green. Typical commercial establishments would be small food stores, fruit and vegetable outlets, variety stores, hardware stores, small clothing stores, professional offices, small restaurants and branch banks. * Development of residential walkup apartments within the Village Centers which would consist of apartments no more than two stories in height to meet the needs of the elderly, light industrial area for some type of auto repair or service outlet areas such as sheet metal shops or agriculturally based products such as irrigation systems or greenhouse fabrication units. Transportation * A transportation system consisting of a shuttle service to the village centers, light industrial areas and recreation areas. Pedestrian Walkways and Bike PathsiTraits * Pedestrian walkways and bike paths along the perimeter of Hawaiian Paradise Park and on Railroad Avenue. -3-
