Parks: To develop recreational facilities that meet the range of needs arising <br />from 30,000 residents over the next 25 years. <br />8. Recommendation: One of the purposes of the Hawaiian Paradise Park Community <br />Master Plan is to serve as an implementation too] and a guideline for future revisions of <br />the County of Hawaii General Plan. This Master Plan is not a regulatory measure, <br />however, it should be used as a guide in making future ]and use decisions. <br />The following presents the major recommendations of the Community Master Plan, <br />which are based on extensive community input and planning analysis of the <br />subdivision's land use and socio-economic problems and opportunities. <br />Land Use Ptan <br />* Six areas designated for Rural Town Districts (RTD) that provide for the <br />development of the traditional character of existing rural towns. <br />* Three of the 20 -acre parcels be designated as "Village Centers" and later zoned <br />for mixed use. Conceptually, each Village Center would be a small <br />neighborhood shopping and professional service center surround a village <br />green. Typical commercial establishments would be small food stores, fruit and <br />vegetable outlets, variety stores, hardware stores, small clothing stores, <br />professional offices, small restaurants and branch banks. <br />* Development of residential walkup apartments within the Village Centers which <br />would consist of apartments no more than two stories in height to meet the <br />needs of the elderly, light industrial area for some type of auto repair or service <br />outlet areas such as sheet metal shops or agriculturally based products such as <br />irrigation systems or greenhouse fabrication units. <br />Transportation <br />* A transportation system consisting of a shuttle service to the village centers, <br />light industrial areas and recreation areas. <br />Pedestrian Walkways and Bike PathsiTraits <br />* Pedestrian walkways and bike paths along the perimeter of Hawaiian Paradise <br />Park and on Railroad Avenue. <br />-3- <br />
