HUGH Y. ONO, P.E.
1252 Malawaina Street i
Hilo, HI 96720
Ph. 808-959-1342 Cel: 808-989-3819
June 1, 2004
James Arakaki, Chairman
Curtis Tyler, Vice Chairman
Leningrad Elarionoff, Council Member
Fred Holschuh, Council Member o
Joe Reynolds, Council Member
O c
Michael Tulang, Council Member
Subject: 2004-2005 County of Hawaii Budget f
Solidwaste -Sort Station Funding
Dear Council Members:
-
I again asking for each of you to support and give consideration to this
measure. While I intended to be present for your voting, I am on travel status.
Not to belabor the points, here are my primary reasons why it would be a
mistake to not continue with the Sort Station operation.
• NOT BUILDING AND OPERATING THE SORT STATION PER THE EXISTING
SCHEDULE WILL BEVERLY LIMIT OUR COUNTY'S OPTIONS if a new Waste
Reduction Alternative is not is place by the time the Hilo Landfill is full.
• WITH THE LANDFILL CLOSING SHORTLY, NONE OF THE ALTERNATIVES
BEING PROPOSED WILL BE COMPLETED AND OPERATING BY THAT
DATE. This is clearly because the alternative must go thru the
State/County Procurement and the County's Administrative Process. Any
timetable, at best, would be idealistic and such an expectation is
unrealistic based on my personal experience as an administrator in both
State and County Governments.
• LASTLY, THIS SORT STATION FACILITY DOES FIT IN WITH THE
DIRECTION OF THE COUNTY'S 5OLIDWASTE PLAN AND WILL CONTINUE
TO SERVE AS A RECYCLING CENTER AS WELL AS A MAINTENACE
FACILITY along with whatever technology is being brought on board.
Sincerely,

Hugh Y. Ono, .E.

Member, Environmental Management Commission

cc: Aaron Chung, Council Member
Bob Jacobsen, Council Member
Gary Safarik, Council Member Comm.
