This is the spark we need to create a
firestorm to revitalize downtown Hilo.
I am the secretary and administrative services officer for Garden Exchange, Ltd. as well
as a member of the Board of Directors of the Downtown Improvement Association. The UlA
has been brainstorming for a means to get landlords, many who are absentee landlords, to make
improvements to their commercial properties to help revitalize historic Hilo. Their attitude has
been "What for?"
With the Governor, Mayor and County Council supporting this project, the property
owners will have a new purpose to repair and refurbish their decaying properties and downtown
Hilo can potentially become the commercial hub of East Hawaii. Along with the improvements
will come many new small businesses desiring to set up shop, such as restaurants, boutiques,
stationers, beauticians, health spa, and various specialty shops, and maybe a need will arise for
some government activities to relocate to downtown.
The obvious benefit to the County is the increase in real property tax revenues, building
permits and construction activities. The Hele-on bus system may also be more fully utilized by
the students, shuttling back and forth between the main campus to downtown. The State will
reap the benefits of increased GET and employment revenues, and a decrease in unemployment,
welfare, medicaid and other social programs.
This is a win-win project that everyone can benefit from. Your full support is vital.
Mahalo for your favorable support.
Si rely,/ sz • ~ Z
i ---..~.~Q~.._.._._---
Bet yEnrique 1`
, FC/
MAY 0 2 t99T
_~:..~~t~__ . _
