An earlier appropriation lapsed on <br /> June 30, 1996. <br /> Establishing this appropriation will enable the County to <br /> address solid waste issues when a judgment or resolution <br /> is determined on the West Hawaii landfill decision. In <br /> funding this appropriation, we propose to utilize the <br /> remaining Capital Project Fund fund balance as part of the <br /> total funding package. <br /> As such, pursuant to Section 10-8 of the Hawaii County <br /> Charter, we certify that $981,760 is available for <br /> appropriation in the Capital Project Fund fund balance. <br /> Should you have any further questions, please feel free to <br /> call. <br /> C~~c <br /> HARRY A.
