Arakaki, Chairman <br /> and Members of the Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Re: Bill 178 (Draft 3) <br /> Dear Chairman Arakaki and Members of the Council: <br /> On May 5, 2004, Bill 178 was on the Council's agenda for second and final reading. Because <br /> of serious concerns about the traffic situation in Kona, especially on Queen Ka`ahumanu <br /> Highway, I asked that action be deferred on this bill until we can develop a strategy to ensure <br /> that highway improvements to Queen Ka`ahumanu Highway are concurrent with <br /> development. I stated that we would come back to the Council in 90 days with a <br /> recommended policy on infrastructure concurrency for your consideration, and we have been <br /> working since May within that time frame. <br /> Since May 5, the Planning Department has been working on a draft policy for internal review. <br /> We have met with Rodney Haraga, the State Director of Transportation, and his staff to <br /> discuss coordination of infrastructure between the County and the State. (Council Chairman <br /> Arakaki was invited to this meeting.) A draft policy has been given to the State with <br /> comments requested back to us by the end of July. <br /> We expect to have the administration's policy recommendation prepared within the 90-day <br /> time frame and submitted to you by August 5.
