EE. All development generated runoff shall be disposed of on-site and shall not be directed <br />toward any adjacent properties. A drainage study shall be prepared and submitted to the <br />Department of Public Works prior to issuance of Final Plan Approval. Drainage <br />improvements shall be constructed, meeting with the approval of the Department of <br />Public Works, prior to issuance of a Certificate of Occupancy. <br />FF. A Solid Waste Management Plan shall be prepared and submitted for approval to the <br />Department of Environmental Management prior to submitting plans for Plan Approval <br />review. Approved recommendations and mitigation measures shall be implemented in a <br />manner meeting with the approval of the Department of Environmental Management. <br />GG. A wastewater treatment system shall be constructed, meeting the approval of the State <br />Department of Health and/or Department of Environmental Management, whichever is <br />applicable. <br />HH. An Emergency Response Plan shall be submitted to the Civil Defense Agency for review <br />and approval, prior to the issuance of a Certificate of Occupancy. <br />II. To ensure that the Goals and Policies of the Housing Element of the General Plan are <br />implemented, the applicant shall comply with the requirements of Chapter 11, Article 1, <br />Hawaii County Code, relating to Affordable Housing Policy; provided that, as <br />represented by the applicant, 20% of the total number of multiple -family units allowed <br />within the Project District shall be affordable housing units built onsite based on the then <br />prevailing County Housing Code. This requirement shall be approved by the County <br />Housing Agency prior to issuance of a Certificate of Occupancy for the multiple -family <br />residential development or for any development of units for transient accommodations. <br />JJ. An archaeological preservation plan shall be prepared and submitted for review and <br />approval by the Department of Land and Natural Resources -Historic Preservation <br />Division prior to receipt of Final Plan Approval. The archaeological preservation plan <br />shall address the Mamalahoa Trail and associated habitation cave and ensure that they are <br />not damaged by construction activities. <br />10 <br />
