(d) In addition to the per ton charge or volume charge, <br /> items which cannot be disposed at the working face of the <br /> landfill in accordance with usual disposal practices or which <br /> require special handling and/or arrangements by landfill <br /> personnel, shall be assessed a special handling charge at rates <br /> as set forth herein. Such items shall include but are not <br /> limited to asbestos, cars, stoves, refrigerators, clothes <br /> washers, dryers, water heaters, wire springs, cables, concrete <br /> with rebar, tree stumps, tires, confidential document <br /> destruction or other disposal requiring a witness, and dead <br /> animal or fish carcasses. Whole tires are not accepted at the <br /> landfill. All wire or cable must be cut to four (4) foot <br /> lengths prior to disposal at any County landfill. <br /> (e) Commercial haulers of single family household waste <br /> shall be allowed a credit of two dollars ($2.00) per single <br /> family household per month. This credit will be in effect for a <br /> period of siz (6) months (until May 31, 1995) unless extended by <br /> a published notice in the newspaper at least one month prior to <br /> the expiration date. During this period, the department will <br /> monitor and assess the residential credit program and will <br /> decide to either modify, extend or terminate the credit. To <br /> obtain the residential credit, haulers will be required to <br /> submit to the department a customer listing which includes <br /> names, addresses, and phone numbers, together with a calculation <br /> for the credit amount requested. This information will be <br /> furnished to the Solid Waste Division of the Department upon <br /> payment of the previous month's billing. A credit will then be <br /> issued to the hauler which will appear on the neat billing <br /> cycle. Customer listings shall be subject to audit. Any <br /> falsification of information shall be grounds for immediate <br /> revocation of the disposal permit. <br /> Section 3.02 - Collection of Fees. <br /> (a) All charges for landfill disposal fees shall be <br /> collected by the Solid Waste Division of the Department. <br /> Billings shall be made monthly and payments shall be made within <br /> thirty (30) days of the billing. A ten (10) percent late fee <br /> shall be imposed on all billings which are sizty (60) or more <br /> days overdue. In addition to this, no further use of any County <br /> solid waste facility will be permitted until full payment is <br /> <br /> made. <br /> (b) Billings shall list the tipping fee charged for each <br /> load including the weight (or volume), vehicle I.D., date, and <br /> time. <br /> -10- <br /> <br />
