The rapid increase in market <br />valuat ons caused by speculation and demand on Hawai'i Island, and the delay in <br />consic eration of these Bills, have worked together to result in abrupt tax increases. <br />The cl iange in implementation of Rule 7 was a necessary step to acknowledge the <br />growir g misuse of agricultural lands for residential development.
