We have the following <br /> comments: <br /> 1. The traffic impact assessment report (TIAR) that was submitted with the subject <br /> application(s) focused its discussion on the intersection of Kaiminani Street and <br /> Kakahiaka Street. The subject applicant should submit a revised TIAR to include an <br /> evaluation analysis of the project impacts on Queen Kaahumanu Highway and <br /> Mamalahoa Highway, and that analysis should include a discussion of appropriate <br /> roadway mitigation measures attributable to the project at the intersection of Kaiminani <br /> Street with both of these highways. <br /> 2. The subject project is one that is adjacent to or adjoins other similar projects proposed by <br /> the applicant. Please reference our letter STP 8.0779 dated June 12, 2003. A copy has <br /> been provided for said reference. <br /> While the roadway and traffic impacts of each separate project can be analyzed, the <br /> cumulative effect of all of the projects, including any other can-ent or future projects in <br /> land area owned or controlled by the applicant at the surrounding locale, should also be <br /> determined. We recommend that the analysis of the cumulative impact be required with <br /> each development and the requirement for the applicant and/or its developer to <br /> implement mitigation measures and roadway improvements for the cumulative impacts <br /> be in effect until and through the full build out of the last development project. <br /> <br />
