Nor does the <br /> language of the county code actually require that the commission member be <br /> employed by a local business or property owner within the Kailua Village. <br /> CONCLUSION <br /> As long as the majority of the members of the Kailua Village Design Commission <br /> have lived or worked in the Kailua Village for a minimum of two years, Mr. Saito <br /> does not need to have worked or lived within the Kailua Village.
