The applicant shall maintain the two major <br /> floodways free of debris and obstructions, including trees that could be uprooted <br /> and clog the culverts during storms. <br /> BB. Any construction within the Federal Emergency Management Agency (FEMA) <br /> designated flood zones shall conform to Chapter 27, Flood Control, of the Hawaii <br /> County Code. <br /> CC. There shall be no construction of residential structures and related improvements <br /> or other substantial buildings, or subdivision roads (unless the roads aze protected <br /> from flooding in a manner meeting with the approval of the Department of Public <br /> Works) within areas designated Zone "AE" or "A" on the Flood Insurance Rate <br /> Map.
