<br /> <br /> <br /> <br /> <br /> <br /> <br /> SCHEDULE A <br /> HCPD Seat Belt Enforcement <br /> OP05-05(01-H-02) <br /> <br /> <br /> MISSION/GOAL <br /> <br /> The goal of this project is to reduce fatalities and injuries to front seat occupants, and rear <br /> seat occupants aged 17 and under, of motor vehicle collisions by increasing the usage rate <br /> of seat belts to 97% and usage rate of seat belt by rear occupants aged 17 and under to <br /> 90%. <br /> <br /> STRATEGIES <br /> <br /> 1. Conduct approximately 175 seatbelt checkpoints. <br /> <br /> 2. Issue 2100 citations for seatbelt and child restraint violations. <br /> <br /> 3. Issue 1050 citations for other violations. <br /> <br /> 4. Affect 50 arrests of persons during enforcement projects. <br /> <br /> 5. Conduct media campaigns and provide public service announcements concerning seat <br /> belt usage. <br /> <br /> 6. Participate in national "Click It or Ticket" campaign. <br /> <br /> The Statewide Traffic Commanders Coalition has agreed that seat belt and child restraint <br /> enforcement should be coordinated statewide. <br /> <br /> SOLUTION/IMPLEMENTATION <br /> Police personnel, on overtime, will conduct highly visible seat belt enforcement projects <br /> to supplement the enforcement efforts currently conducted by our Department. <br /> <br /> EVALUATION <br /> <br /> The amount of grant funded projects; citations and arrests will be tracked to determine if <br /> quantitive measures were obtained. The Hawaii Department of Transportation statewide <br /> seat belt survey, conducted by the University of Hawaii, will be used to determine seat <br /> belt usage rates. Statistics of seat belt usage rates in fatal crashes will be reviewed to <br /> determine the effect of this concentrated enforcement. <br />
