previous grubbing/grading has altered the land and an acceptable archaeological <br />assessment or inventory survey found no historic properties. Thus, they believe that "no <br />historic properties will be affected" by this undertaking. <br />21. Cultural Resources: The property is not adjacent and/or proximate to the shoreline. As <br />such, gathering of marine life, fishing and coastal access is not an issue. Portions of the <br />project site area have been previously cleared. It would appear very unlikely that the site <br />would be used for gathering or associated with traditional and customary Hawaiian <br />practices. <br />22. Previous Land Use Approvals: In February, 1985 at the request of the Planning <br />Department, the State Land Use Commission reclassified several non -conforming <br />residential subdivisions into the Urban District. The following subdivisions were <br />included in the reclassification action: Kona Palisades Estates, Kona Highlands, Kona <br />Wonder View Lots, Kona Coastview, Kona Heights and Aloha Kona. With the exception <br />of the Kona Heights and Aloha Kona Subdivisions, all of the above-mentioned <br />subdivisions are adjacent to or within close proximity of the subject area. In recent years <br />a number of similar requests for a State Land Use Boundary Amendment to an Urban <br />District and Change of Zone to Single Family Residential zoned district were approved <br />within the vicinity of the subject property. <br />PUBLIC FACILITIES AND UTILITIES <br />23. Access: Access to the proposed lots B-1 and B-2 will be from Mahilani Drive, which is a <br />County owned and maintained street. There is an existing access onto Mahilani Drive <br />which is displayed on the site plan. Access to the proposed lot B-3 will be from an <br />existing access onto Mamalahoa Highway, which is a State owned and maintained <br />highway, also identified on the site plan. The site plan identifies a 10 -foot wide planting <br />screen easement (proposed Easement "P-1") along Mamalahoa Highway fronting Lot B- <br />1, Lot B-2 and a portion of Lot B-3. <br />24. Water: Water is available to the site from the existing Department of Water Supply <br />system on Mamalahoa Highway. <br />25. Wastewater: According to the applicant, sewage will be disposed of via individual <br />wastewater treatment systems approved by the State Department of Health. <br />
