Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chairman Arakaki and Members: <br /> <br /> Change of Zone Application (REZ 04-019) <br /> Applicant: WKSP Limited Partnership <br /> Request: CN-10 to MCX-20 <br /> Tax Map Key: 2-2-32:93 <br /> <br /> The Planning Commission, after a duly held public hearing on September 16, 2004, voted to <br /> recommend for your approval the proposed legislative bill to change the district classification for <br /> 59,356 square feet of land from a Neighborhood Commercial - 10,000 square foot (CN-10) to an <br /> Industrial Commercial Mixed - 20,000 square foot (MCX-20) district. The property is the site of <br /> the existing Waiakea Kai Shopping Plaza located at the northwest corner of Kanoelehua Avenue <br /> (State Highway 11) and Kuawa Street, Waiakea, South Hilo, Hawaii. <br /> <br /> The Commission concurs with the following Planning Director's reasons for recommending <br /> favorable consideration of the change of zone: <br /> <br /> The applicant is requesting a change of zone from Neighborhood Commercial <br /> 10,000 square feet (CN-10) to Industrial-Commercial Mixed 20,000 square feet (MCX- <br /> 20) for approximately 59,356 square feet of land to utilize the property more intensively <br /> for commercial and light industrial uses. The applicant did not state any specific use for <br /> the proposed request. The current CN-10 zoning limits the scope of commercial uses. <br /> The CN-10 zoning was appropriate when there was the town of Waiakea Kai, as there <br /> were dwellings in the area. However, over the past 40 years, the residential uses of the <br /> surrounding area have all but disappeared. The nearest residence is located over'/4 of a <br /> mile from the site, beyond Piilani Street. The area of the request is more light industrial <br /> and general commercial in nature.
