County General Plan <br /> <br /> As the County General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) map is not designed to be specifically measurable, it can <br /> be interpreted to fall within the Industrial district. The properties to <br /> the site's immediate south and west are zoned Industrial-Light <br /> (ML-20). Accordingly, the subject site could be interpreted to be <br /> functionally Industrial on the General Plan LUPAG map. <br /> <br /> Relative to the Industrial designation, the General Plan allows <br /> consideration for "manufacturing and processing, wholesaling, large <br /> storage and transportation facilities, and light industrial uses." As <br /> such, the requested MCX zoning would be consistent with this <br /> designation, and no General Plan amendment is necessary. <br /> Under the proposed revisions to the General Plan now under <br /> consideration by the County Council, no changes are contemplated <br /> for this area <br /> <br /> C. Hilo Community Development Plan <br /> <br /> The Community Development Plan (CDP) attempts to further define <br /> the General Plan and serves as a guide for decision-makers. It <br /> was adopted by the Planning Commission in 1975, over 25 years <br /> ago. Although reviewed by the County Council, the CDP was never <br /> adopted. <br /> <br /> The CDP's Land Use Concept map identifies a Commercial <br /> Neighborhood designation for this area, consistent with the site's <br /> present CN-10 zoning. Notwithstanding this inconsistency, <br /> however, it is acknowledged that the growth of Hilo and its outlying <br /> areas like Puna, have made some of the planning assumptions of <br /> the CDP obsolete. An updated CDP would be timely. <br /> <br /> Absent the availability of a relevant intermediary planning <br /> document, one must rely only on the General Plan LUPAG map <br /> and policies. In the end, the General Plan is more critical, as the <br /> County Charter requires all zone changes to be consistent with it. <br /> <br /> M County Zoning <br /> <br /> The County zoning of the subject site is Commercial Neighborhood <br /> (CN-10). If the Industrial-Commercial Mixed (MCX-20) request <br /> were approved, the site would house uses that would be permitted <br /> <br /> <br /> 3 <br />
