COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 250 04 <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br /> AGREEMENT WITH THE HAWAII COMMUNITY FOUNDATION, PURSUANT TO <br /> HRS 46-7, FOR THE COMMUNITY ORIENTED POLICING SERVICES (COPS) <br /> GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT IN CONNECTION <br /> <br /> WITH THE HAWAII ISLAND METH INITIATIVE <br /> WHEREAS, a grant was awarded by the Hawaii Community Foundation to the Hawaii County <br /> Police Department, in connection with the Hawaii Island Meth Initiative grantmaking project, a <br /> partnership between the two parties; and <br /> WHEREAS, the purpose of the Hawaii Island Meth Initiative project is to respond to the <br /> overwhelming concern of the community to the devastating effect that ICE or crystal <br /> methamphetamine is having on our children, our families, and our communities; and <br /> WHEREAS, said project is funded by the U.S. Department of Justice, Community Oriented <br /> Policing federal grant program; and <br /> WHEREAS, said grant is to be used for the purchase of necessary equipment for the Hawaii <br /> County Police Department Drug Laboratory to address the current backlog of criminal drug cases <br /> awaiting drug analysis as well as the expected influx of new criminal drug cases due to the current <br /> "war" against the ice epidemic affecting the County of Hawaii; and <br /> WHEREAS, said grant is also to be used for the training of Hawaii County Police Department <br /> Drug Laboratory Criminalists to increase the number of drug analyses conducted by the Hawaii <br /> County Police Department Drug Laboratory in its current "war' against the ice epidemic affecting the <br /> County of Hawaii; and <br /> WHEREAS, the acceptance of this grant will shorten the duration of time necessary to <br /> complete drug analysis leading to swifter adjudication of drug users/distributors enabling users to get <br /> treatment at an earlier stage of their addiction while also ensuring that distributors face penalties <br /> sooner in order to effectively remove them as suppliers; and <br /> WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain <br /> the consent of the council to enter into agreements with the federal or state governments respecting <br /> action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br /> funds or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> <br />
