BOX 46
KAILUA•KONA, HAWAII 98TAiT
~ (808)326-1953
Septemb~ 13 2004 n j i
I
Arit1: Do na Leonard co
r- !
-
To: C James Arakai and all Council Members
Rc: Bi11198, 199 - Nani Kona Aina '
Please ' bor and circulate this testimony to all council members prior to the County Council
M«ting n September 15, 2004, ~
J J
Dear Co cil Members,
We urge ell Council Members to reject and deny the change of zoning to urban for the above
proposed' development. The Planning Commission has given an uttfbvorable vote, citing local
congeatidn.
Wo are r~sidenb of Kailas View Estates, where tho main access road is Nani Kailas Dr. This
road weal Hover intended to be an overburdened thoroughfare, as it now is, by al! the increased
developn~lent that has already occurred of bean approved. Nsni Kona Aina would use this road
es their sin access. There would be increased trafAc from the new residents and contractors.
We remi~ d you that Nana Kailue Drive is a residontial road with a speed limit of 25 MPFI and not I,
a high v lame highway. Note that it is called Drive (very pleasant) and not even Boulevard.
We have heard that rho developer may be planning an offset by paving the old Hienaloli-Kahului
railroad o the South. This would bo the worst case scenario for our neighborhood. Then Nani
Kailas .would become a direct conncetion betty«n Holualoa and Kailas Town,
P ore, the developer has requested 43 homes on RS-10, when other developers in the arcs
are boil 'ng RS-20. Even 22 homes on RS-20 would overburden rho infrastructure.
If you d ,approve Nani Kona Aina, at least, put a second 4 way stop sign at Nall Kailas Dr. and
Melelin~ St. and not permit paving of Hienaloli Rd,
Runawa' building must cease until the proper infrastructure is in place.
Thank y u for your consideration.
CordialL yours,
4c....`-.~ ~
Dr.,Tea Diane Stone N3 8.53
Comm.
