i 4 1$16/73104 010:51 PM p1/2
I ~ 'I
I
Sunday, 12 September 2004
ear Mr. James Arakaki,
y family and neighbors are extremely anxious regarding two bills before the Hawari
ounty Council in its upcoming meeting on Wednesday 15 September 2004 at the King
am Hotel. Bills 198 and 199 (Nani Kona Aina) change zoning and allow for residential
elopment above Kailua View Estates at Hienaloli 2°d to 4m.
residents of Kailas View Estates with our home just off Nani Kailas Drive (above the
ter tanks), my wife and [are highly concerned about the increasing volume of rapidly
~Imoving traffic along Nani Kailas Drive that will accompany this proposed development
Passage of Bills 198 and 199 will result insubstantial increase to sn already dangerous
traffic volume along the only access mad to the area, Nani Kailua Drive.
Our paimary concern is the lives sad safety of our children and adult residents. Our
children are already at risk, with several close calls involving speedy traffic down Nani
Kailas Drive, having occurred over the past several months.
A second concern is the more regional heavy traffic problem that currently persists on the
Queen Highway, throughout its course though much of Kona and especially in the
vicinity~f the Naafi Kailas Drive intersection.

i, The current traffic mess in Kona is well documented The obvious source of the problem
is too m~?y people driving too many vehicles, stressing the capabilities of a limited
roadwa ieriwrk. Until we increase the capacity of this network, it seems very foolish to
approve development projects that will only further stress this network and di,~niaish the
quality Of life in Kona
There is only one thoroughfare (Nani Kailas Drive) that connects this proposed
development with the main artery of the Queen K Highway. We have an opportunity
now to reject this proposed development or place it on hold u~l practical bng-term
solutions to these problems can be formulated and implemented This rush to build is the
wrong choice. Must we come to this realization only after until a horrified parent picks
up their shattered child in the middle of Nani Kailua Drive?
Please remember that the well being of the citizenry is your highest priority. Please listen
to the will of the people. In the name of common sense, rationality, and compassion, I
pray you will seriously wnsider the concerns of my family sad my neighbors, consult ~i
your copscience, and vote no on Bills 198 and 199. Now is not the proper time for this
proposed rezoning and development. ,
Respec~'ully, , ~f
`f
Mark Black
Kailas View Estates ~
