Project Number 03-DB-15 <br /> C O N T R A C T <br /> THIS CONTRACT, executed on the respective dates <br /> indicated below, is effective as of September 1, 2004, by and <br /> between the Department of the Attorney General, State of Hawaii, <br /> hereinafter called "Agency", by and through the Attorney <br /> General, and the Hawaii County Police Department, hereinafter <br /> called "Grantee". <br /> WITNESSETH <br /> WHEREAS, Title I of the Omnibus Crime Control and Safe <br /> Streets Act of 1968, 42 U. S. C. 3711 et seq., as amended <br /> (hereinafter "Act"), was enacted to make grants to state and <br /> local government units to assist them in enforcing state and <br /> local laws which establish offenses similar to those established <br /> in the Controlled Substances Act, and to improve the functioning <br /> <br /> of the criminal justice system, with emphases on violent crime <br /> <br /> and serious offenders, including the following programs: <br /> (1) demand reduction education programs in which law <br /> enforcement officers participate; <br /> <br />
