<br /> <br /> <br /> <br /> <br /> <br /> RESOLUTION <br /> 01-04 <br /> Regarding Transportation in West Hawaii <br /> <br /> WHEREAS West Hawaii has a critical Transportation Problem, involving: <br /> • The area's primary roads being only two lanes wide for virtually their entire <br /> length, <br /> • Grid-lock occurring at least twice-daily on its primary roads, <br /> • Virtually no public transportation service being available to West Hawaii, <br /> • West Hawaii' gasoline prices being the highest on the Big Island, which makes <br /> them among the highest in the entire nation, <br /> • A very rapid increase in population of residents and visitors, <br /> • Such road congestions as to increase safety hazards and retard access and <br /> promptness of emergency vehicles, especially on West Hawaii's largely two lane, <br /> main arterial road (highway 11 & 19) leading to the area's only acute hospital and <br /> other emergency services; and <br /> <br /> WHEREAS even the most optimistic analysts estimate that it will be several years before <br /> the area can expect any significant improvements and even partial resolution of just its <br /> PRESENT transportation problems; and <br /> <br /> WHEREAS any further real estate development will only severely increase, if not <br /> multiply these problems? <br /> THEREFOR, BE IT RESOLVED that the Hui Laulima (a consortium of over 50 of West <br /> Hawaii public and private agencies involved with the youth and family services) implores <br /> the County of Hawaii and State of Hawaii to assure that these severe problems are <br /> resolved as quickly as possible and that approval of any further real estate development in <br /> West Hawaii be contingent upon full and legal commitment by all parties concerned that <br /> the creation of additional traffic from such development will be offset by transportation <br /> improvements (be it widening of the primary roads involved, availability of adequate <br /> public transportation, or otherwise) IN ADVANCE OF OCCUPANY OF ANY SUCH <br /> DEVELOPMENT. <br /> <br /> APPROVED AT THE REGUALR SEPTEMBER 3, 2004 MONTHLY MEETING OF <br /> THE HUI LAULIMA IN KAILUA-KONA, HAWAII. <br /> <br /> <br /> Certified By: <br /> Wally Lau <br /> Chair <br />
