There are at least 5 civic buildings (including fire and police buildings), 6 park facilities and 3 schools, as well as 15 commercial properties mandated to meet the April 2005 EPA deadline to secure a non-cesspool alternative. Some of the parcels do not have the space, nor are able to absorb the costs of a septic system. There is a State of Hawaii Hale Ho'ola Hamakua elderly care facility that has an existing wastewater facility who is willing to turn the system over to the County.
