October 18, 2004 <br />Hawai'I County Council's Committee on Planning <br />Mr. Leningrad Elarionoff, Chair <br />Committee Members <br />Subject: Testimony In Opposition To Change of Zoning <br />Applicant: Western United Life Assurance Company <br />Bill 248, Draft 3 Comm. 560 <br />I am submitting testimony in opposition to the Application for a Change of Zoning <br />that has been submitted by the Western United Life Assurance Company. <br />My home is on Inia Lane, and the back of my property borders the Alenaio <br />Stream. Our family has lived here for over sixty years, and we have had many <br />occasions to experience the effect of a lengthy and heavy rainfall on the volume <br />of the Stream. <br />I am alarmed by the immediate and dangerous flows that now occur with <br />increasing frequency. I attribute this to the development of new subdivisions <br />above Komohana Street and along the Stream, and also to the renovation of the <br />Komohana Street Bridge, which appears to have redirected the flow in a manner <br />which protects some formerly threatened properties while at the same time <br />threatening others which were previously secure. <br />My concern and the reason for this submission is that this proposed development <br />(in such close proximity to the Alenaio Stream) will undoubtedly result in even <br />greater runoff, further threatening the homes of residents downstream, damage <br />to the soccer fields, and the inconvenience of the closure of Kamehameha <br />Avenue due to flooding.
