A comprehensive solution must be y <br /> i <br /> provided to the governmental entities, the business c <br /> community, the churches, the community facilities and -1 <br /> the community at large that will be affected by the <br /> EPA ban on Large-Capacity Cesspools in Hawaii County <br /> and particularly in Honokaa. With every passing <br /> month, the penalties are increasing and could, if <br /> imposed, literally turn Honokaa into a ghost town. <br /> J <br /> As a representative of the Honokaa Business <br /> Association, a 501(c)(3) organization, the commercial r`7 <br /> property owners on Mamane Street and elsewhere in the rv <br /> community would find it difficult - if not impossible- <br /> to find space to install a septic system in the space <br /> available, not to mention absorb the initial and <br /> continuing costs of maintaining such a system. With <br /> so little time remaining before the EPA deadline, we <br /> would welcome the opportunity to take advantage of the <br /> work that was completed for Honokaa Facilities Plan of <br /> 1990 and support the County of Hawaii to connect to <br /> the existing sewer system owned and maintained by the <br /> Hale Ho'ola Hamakua, the State's long term care <br /> facility. <br /> We appreciate the adoption of House Resolution 84, <br /> HD1, sponsored by Dwight Takamine, during the last <br /> legislative session requesting collaboration of all <br /> affected agencies to develop a joint implementation <br /> plan, and Dr. Fred Holschuh's continuing support. <br /> Sincerely, <br /> Barbara L.
