Give reasons how new duties arose (statutes enacted, ordinances, newly <br /> authorized programs, basis for increased workloads, etc.): <br /> <br /> (1) We have experienced increasing legal demands. In addition to the increase in work <br /> load, our office has not utilized special counsel as liberally in the past, and has done <br /> the work "in house." <br /> (2) Our goal is to maintain a more "pro-active" legal presence in the County for our <br /> clients, including County-wide training of employees, the standardization of all County <br /> contracts and documents. <br /> (3) Another goal is to allow our attorneys to devote more time to their clients with the <br /> hope of increasing their (the attorney's) participation in the decision-making process. <br /> This will hopefully result in fewer claims against the County, and provide a means to <br /> properly assess any risk that may be included in the implementation of the County <br /> program and/or project desired by our departmental client. <br /> <br /> <br /> <br /> <br /> <br /> 2. Can new duties be assigned to existing positions or handled in other way such as short-term <br /> contracts, etc. <br /> <br /> Since this is a continuing duty and not related to a single project, the job workload would be <br /> more suited to a full-time attorney rather than trying to contract these duties on a temporary <br /> basis. <br />
