The goal of this grant was to reduce injuries by increasing the front passenger seat belt <br /> usage rate to 95% ,and usage rate of rear seat occupants aged 17 and under to 50%. <br /> These goals were surpassed. According to statistics compiled by the University of <br /> Hawaii during the "Click It or Ticket" seat belt enforcement campaign earlier held from <br /> May 24-June 26, 2003, the Big Island's seat belt usage rate was measured at 96.05% <br /> for front seat passengers and 88.4% for rear seat occupants aged 17 and under. <br /> In attaining the grant goal, four of the five performance indicators listed under grant <br /> strategies were attained. The number of checkpoints conducted, number of traffic <br /> citations issued for violations other than seat belt or child restraint violations and number <br /> of arrests initiated surpassed the indicators presented. Motorists are reminded that all front seat occupants, as well as all <br /> riders under 18 seated anywhere in a vehicle, must be strapped in or incur a fine of $77 <br /> per violation. Officers will also issue citations for other infractions.
