SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> PROJECT TITLE: HCPD SPEED ENFORCEMENT PROJECT/ SC04-06 (O1-H-02) <br /> Priority Area: [ Area: Speeding <br /> The goal of this project is to reduce the number of motor vehicle collisions resulting in <br /> fatalities caused by speeding drivers and to enforce speeding laws by: <br /> 1. Conducting approximately 100 highly visible speed checkpoints to include <br /> enforcement operations targeting illegal or "outlaw" racing in affected districts and <br /> during late night peak illegal racing times. Operations to include traffic violations <br /> often associated with road racing vehicles. <br /> 2. Issuing approximately 1200 citations for speeding. <br /> 3. ]suing approximately 1200 citations for other violations. <br /> 4. Affecting approximately 20 arrests during enforcement efforts for illegal road racing, <br /> warrant violations and other offenses. <br /> The Statewide Traffic Commanders Coalition has agreed that speed enforcement should <br /> <br /> be coordinated statewide. <br /> <br /> GRANT PERIOD RESULTS: <br /> <br /> (FINAL REPORT) <br /> • Conducted 59 highly visible speed checkpoints island-wide in the fourth <br /> quarter. <br /> Total of 179 checkpoints conducted during fiscal year. <br /> • Issued 453 citations for speeding violations, 7 citations for seat belt violations, <br /> 2 citations for a child restraint violation, and 135 citations for other traffic <br /> violations in the fourth quarter. <br /> Total of 1336 speeding, 18 seat belt, 9 child restraint and 631 other <br /> citations issued during fiscal year. <br /> • Affected 3 arrests including 2 OVUII arrests in the third quarter. <br /> Affected 40 arrests, to include 10 OVUM arrests, 3 racing on highway <br /> investigations and one reckless driving investigation during fiscal year. <br /> <br />
