SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> PROJECT TITLE:HCPD TRAFFIC INVESTIGATION PROGRAM/PT04-O1 (02-H-01) <br /> Priority Area: I Area: Alcohol Countermeasures <br /> The goal of this program is to increase the quality of alcohol and speed related traffic <br /> fatality investigation by training officers in the traffic crash reconstruction course and <br /> other related trainings and for equipment purchases approved by the Safe Community <br /> Office. This will be accomplished by: <br /> 1. Attendance of Traffic Enforcement Unit officers to the traffic crash reconstruction <br /> course offered on Oahu in 2004, as well as other related trainings during the fiscal <br /> year. <br /> 2. Purchase of equipment related to alcohol and speed related traffic investigation and <br /> enforcement as approved by the Safe Community Office. <br /> GRANT PERIOD RESULTS: <br /> (FINAL REPORT) <br /> • Five Traffic Enforcement Officers attended the Traffic Accident Reconstruction <br /> training on Oahu from February 22-27, 2004 and Februazy 29-March 5, 2004. <br /> • Four Traffic Enforcement Officers attended the Pedestrian/Motorcycle Accident <br /> Investigation training in Maui from July 18-30, 2004. <br /> • The Hawaii County Police Department conducted forensic mapping training from <br /> June 19-23, 2004. This training was attended by six Traffic Enforcement Unit <br /> officers, or 100% of the unit, and two Criminal Investigation Division detectives. <br /> The training objectives of this grant were met. It was determined that additional funding <br /> from the grant would be used to fund the forensic mapping training, which is applicable <br /> to fatal crash scene reconstruction and diagramming. Officers receiving traffic crash <br /> investigation training are currently applying the training received in fatal crash <br /> investigations and in providing basic traffic crash investigation training to police offtcers <br /> <br /> and recruits. <br /> <br />
