ASHIDA\P-Ke <br /> Corporation Counsel <br /> <br /> RE: Risk Management Executive Summary <br /> Our Entry No.: WRK 04-7053 <br /> <br /> The following provides an executive summary of Corporation Counsel risk <br /> management activity since the beginning of Mayor Harry Kim's term. <br /> <br /> Upon our office administration assuming command of the Corporation <br /> Counsel's Office in December of 2000, we examined the then present risk <br /> management activities within the County. Although Finance Department rules <br /> provided for a Risk Management Program, to our knowledge there was no <br /> coordinated activity County-wide, nor a system of data collection or formal <br /> accountability. <br /> <br /> We immediately tasked our attorneys with working with their client <br /> departments to develop a comprehensive risk management program. However, <br /> given the multitude of acutely pressing legal requests and demands, risk <br /> management often either was placed on the "backburner," or was reactive <br /> instead of proactive. In sum, our attorneys were following up with their client <br /> departments on what may be characterized as "maintenance," instead of <br /> aggressive and comprehensive risk management. <br /> <br /> The following lessons were learned from this experience: <br /> <br /> The County needs a comprehensive risk management program, instead of <br /> each individual department "doing their own thing." <br /> Our County needs to invest the time, money and effort in creating a County- <br /> wide risk manager and the necessary resources (including staff). This risk <br /> manager would be dedicated exclusively to examining the operations of the <br /> County and making necessary recommendations to protect County <br /> resources, which include the safety of our citizens. <br /> Hawaii County is an Equal Opportunity Employer and Provider <br />
