BOX 409 <br /> I'AAIIILO, 11AWAII 96776 <br /> October 22, 2004 <br /> <br /> <br /> <br /> Mr. Aaron Chung _ <br /> Chairman, Finance Committee <br /> HAWAII COUNTY COUNCIL =a <br /> 20 Aupuni St. <br /> Hilo, Hi. 96720 <br /> <br /> <br /> <br /> Re: Bill 348 amending Ordinance No. 04-59 <br /> <br /> <br /> <br /> Dear Mr. Chung, <br /> <br /> Thank you very much for hearing the testimony of the members of the Paauilo <br /> Mauka Kalopa Community Association regarding the above referenced bill, <br /> especially with regard to the Sand Gulch By-pass proposal. <br /> <br /> We would like to take this opportunity to mention a couple of items that we <br /> neglected to mention during our testimony. <br /> <br /> Firstly, you should be aware that Mr. Abraham Ramos, a long time and <br /> prominent member of the community and our association, has agreed to <br /> donate to the county and the community easement rights for the proposed by- <br /> pass. This generous act will save the county many dollars and will hopefully help <br /> to expedite the process of creating the by-pass. <br /> <br /> Secondly, creation of the by-pass will eliminate the hazardous intersection of <br /> Sand Gulch and Kalaniai Road. <br /> <br /> Kalaniai Road is a major route to the Kalopa Mauka community as well as the <br /> sign designated route to Kalopa State Park. It is a road used by residents and <br /> tourists alike. The intersection of Kalaniai Road and Sand Gulch is at the bottom <br /> of a hill, with a limited sight distance. Although there is a stop sign there, many <br /> drivers, especially residents, rarely come to a complete stop. The Community <br /> Association has had numerous complaints regarding this intersection. We <br /> believe it is an accident waiting to happen. Comm. No. o <br /> <br /> Ref.
