Members of the County Council _ County of Hawaii 25 Aupuni Street Hilo, Hawaii 96720 Subject: Bill 350, Draft 2 -Appropriation of Excess Fund Balance D Dear Chairman Arakaki and Members of the Council: Thank you for this bill to set aside $2 million for the preparation of Community Development Plans. However, since this is the middle of the fiscal year, we would be unable to utilize this entire amount before June 30. We request that the amount set aside this fiscal year for Community Development Plans be decreased to $750,000. We will be able to put $750,000 to good use this year, and when preparing future years' budgets, will set aside funds to continue this work around the island. There is no objection to setting aside $75,000 to enable the Hawaii County Economic Opportunity Council to continue its transportation programs. We support including this $825,000 in additional fund balance appropriations in Bill 350, and not appropriating the rest of the $2 million at this time.
