BIBC's annual listing of state and county legislative priorities <br /> includes specific support and recommendations for privatization. <br /> In 1993, HIEDB established the Private Sector Economic Coalition (PSEC) <br /> which conducted a statewide conference in November, 1994 to identify key <br /> issues such as partnerships to clear government agency bottlenecks for <br /> construction projects, prioritize CIP projects, increase private sector <br /> participation in service delivery, and examine the impact of unfunded federal <br /> mandates.
