I know you are very busy MHtlti~ur:,
family and do appreciate the time you took to discuss your resolution. We h}~ve had a 9
chance to review your resolution 114-97 and support this resolution wrt~n~iZnges in
wording relafing to subsistence. ~ ° ~ ~ i~;
The changes we would make to the resolution are in the last paragraph:
WHEREAS, it is important and ur the interest of the public to preserve this way
of life, conserve our resources and to ensure that cultural rights, practices, and
customs are preserved for [subsisteaceJ those busters in our commuaity who
hunt for subsistence sad other purposes and that present hunting areas are
maintained for future generations.
1. The reason for this change in wording for us, is that if you use the word
subsistence, many times you get an indager.ous interpretation, which could do
several things here as it has on the mainland and other areas:
a. It could provide for subsistence hunting to a specific class of users
b.It could lead to ao boating seasons or eaforceeneat sa it has on Moloksi for
deer.
c.It could lead to widespread trespassing and other potential problems if hunters
who rely on the °subsistence° wording take it to mean it conveys an absolute right to
hunt.
d. It could lead to landowners taking a more hostile position toward hunting in
general if any problems develop with respect to pr7vate land or land use.
e. It could lead to the suspension of Federal Aid in Wildlife Restoration Act grants in
aid to our wildlife programs here in Hawaii.
One other question I have, is why didn't this resolution include the deer, goat and
feral sheep that were original gifts and property to King Kamehameha? However,
this is a good resolution and is very timely and appreciate your interest in the
hunting community.
M~uc~h ~Al~oha,
V'U'"~?
Thomas H.
