moratorium is based on Ha'ao Springs distribution pipeline being only 4 inches in <br /> diameter and so old that it can't tape any added water pressure. The distribution pipe is <br /> so old and weak that when. there's a break the water supply repair personnel have to repair <br /> the pipe with water running; if they close a valve the water pressure builds up bursting <br /> trae pipe.
