Angel Pilago <br /> Hawaii County Council Planning Committee - <br /> 25 Aupuni Street, Room 201 <br /> Hilo, Hawaii 96720 <br /> RE: Support of Bill 163, Draft 1 <br /> Dear Co-chairmen Hoffman and Pilago, <br /> I have been farming coffee and macadamia nuts in Kona ever since <br /> 1979 and have been actively involved in the General Plan Revision through <br /> the many organizations that 1 belong to since the process was started in <br /> September 2000. It was quite a disappointment when the process was put on <br /> hold and the General Plan then totally revamped this year by some of the <br /> <br /> past leaders of the Council. <br /> 1 give my support to Bill 163, Draft I with the stipulation that the bill, <br /> however revised, must provide for the following: <br /> a. Agriculture must be protected as mandated by the <br /> Constitution of the State of Hawaii <br /> b. Land use policies must be developed relating to the <br /> identification and protection of important and unique agricultural lands <br /> c. Future development on urban, rural and agricultural lands <br /> must not be permitted unless infrastructure (roads, sanitation, waste <br /> management, water, etc.) needs within the affected areas are first met <br /> d. All Community Development Plans and Regional Plans must <br /> be enacted by ordinance, rather than by resolution <br /> Thank you for the opportunity to comment on Bill 163, Draft 1. <br /> Sincerely, <br /> Howard T.
