The contents of this <br />County to learn the <br />under review. The <br />sponsored by the W <br />support of the Haw <br />EXECUTIVE SUMMARY <br />report are based on a survey widely distributed in North and South Kona, Hawai' i <br />priorities of this community as they relate to the Hawai' i County General Plan, currently <br />survey instrument was developed, distributed and analyzed by a team of volunteers <br />K. Kellogg Foundation's Managing Information in Rural America initiative, with the <br />ai' i County Department of Planning. <br />The survey solicited input in the following areas: <br />❑ Familiarity with the County General Plan <br />❑ Best Trends <br />❑ Worst Trends <br />❑ Public Services <br />❑ Emphasis for Development <br />❑ Transportation Options <br />❑ Environmental Protection <br />❑ Importance on Planned Development <br />❑ Importance on Protecting the Hawaiian Culture <br />❑ What Do You Like Best About Kona <br />❑ What Do You Like Least About Kona <br />The survey finding of have resulted in the following top priority recommendations: <br />SERVICES: <br />D The overwhelming majority of the respondents felt the following county services are inadequate and <br />must be improved. These services were addressed in the County General Plan, dated 1989, but little <br />progress appears to have been made. This report recommends that the county increase their <br />attention to the following service areas. <br />T Recycling <br />T <br />Parks <br />T Higher Education (facilities) <br />T <br />Youth <br />T Beach Parks <br />T <br />Elder <br />ECONOMIC DEVELOPMENT <br />❑ This report recommends the county focus its emphasis on very specific areas of development. <br />Clearly the respondents do not like development or construction for its own sake which seems so <br />prevalent in Kona today but are not opposed to either of them if the focus is in very specific areas, <br />particular low environmental impact and non-polluting areas. The residents were quite clear on <br />where this emphasis should be placed and where it should not be placed. The results are as follows. <br />T Renewable Energy T Small Business <br />T Aquaculture T Ecotourism <br />T Agriculture T High Technology <br />T Health & Wellness <br />TRANSPORTATION <br />❑ This report recommends the county take a good look at what the Kona residents really want in <br />transportation options. All of the preferences would help alleviate the worsening traffic situation in <br />Kona and help provide a more healthy approach by lessening dependency on motor vehicles and <br />relying more on human -powered modes of transportations and mass transit. Transportation options <br />which the respondents felt overwhelming under -served are listed below. <br />T Bicycle Lanes T Local Buses <br />T Pedestrian Paths T Commuter Buses <br />T Connector Roads T Scenic Drives <br />
