<br /> COUNTY OF HAWAII STATE OF HAWAII <br /> BILL NO. 280 <br /> (Draft 9) <br /> ORDINANCE NO. <br /> AN ORDINANCE AMENDING CHAPTER 3, OF THE HAWAII COUNTY CODE, BY <br /> REPEALING ARTICLE I -RELATING TO SIGNS, ADDING A NEW ARTICLE 1 -RELATING <br /> TO SIGNS, AND AMENDING ARTICLE 2 -RELATING TO KAILUA VILLAGE SIGNS. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWA[`I: <br /> SF.C'1lON I. Chapter 3, article I, of [he Hawaii County Code relating to signs, is hereby repealed. <br /> SECTION 2. Chapter 3, of the Hawaii County Code is amended by adding a new article 1, which shall read as <br /> follows: <br /> "CHAPTER3 <br /> SIGNS <br /> Article 1. Signs <br /> Division 1. Findings, Purpose and Scope <br /> Section 3-l. Findings and purpose. <br /> (a) The Council tinds and declares that: <br /> (I) The people of the County have a primary interest in controlling the erection, location, and <br /> maintenance of outdoor signs in a manner designed to protect the public health, safety, and morals <br /> and to promote the public welfare and convenience; encourage and promote the visitor industry; <br /> and foster sightliness and physical good order; <br /> (2) The natural beauty of the County constitutes an attraction for visitors, and a substantial source of <br /> income and revenue of the people of the County is derived from the visitor industry; <br /> (3) The indiscriminate erection and improper maintenance of large signs seriously detract from the <br /> enjoyment and pleasure of the natural scenic beauty of the County, which in turn injuriously affect <br /> the tourist trade and the economic well-being of the County; and <br /> (4) 17rerc has been a marked increase in the number and size of signs advertising business activities <br /> and products in the County; <br /> <br />
