* Commercial facilities shall be developed in areas adequately served by <br />necessary services, such as water, utilities, sewers and transportation systems. <br />* Distribution of commercial areas shall be such as to best meet the demands of <br />neighborhood, community and regional needs. <br />* The development of commercial facilities should be designed to fit into the <br />locale with minimal intrusion while providing the desired services. Appropriate <br />infrastructure and design concerns shall be incorporated into the review of such <br />developments. <br />9. General Plan LUPAG Map: Low Density Urban Development which allows for <br />single family residential in character, ancillary community and public uses and <br />convenience type commercial uses. <br />10. Hilo Community Development Plan: Adopted in 1975, the Plan reflects the project <br />area for residential uses. <br />11. County Zoning: Single Family Residential -10,000 square feet (RS -10) <br />12. Special Management Area (SMA): The property is not within the SMA boundary. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />13. Subject Property: The subject property is a portion of the Waiakea Houselots which <br />was created by the Territory of Hawaii in the early 1900's, with lot sizes ranging from <br />10,000_+ to 20,000_+ square feet. The Waiakea Houselots area includes the lands <br />bounded by Piilani Street, Kanoelehua Avenue, Kawili Street and Mililani Street. This <br />area encompasses approximately 200 acres of land. The property is level with no <br />severe topographic or geologic constraints. <br />14. Existing Uses: The subject property is a 12,900 square foot rectangular -shaped <br />property and is presently occupied with the existing dwelling and attached <br />storage/garage which were constructed in the 1960's. According to the application, the <br />subject property is "currently being multi -used as a showcase for the applicant(s) <br />landscaping business with oriental and southern garden -like displays, a fruit stand open <br />market and a single-family residential dwelling". <br />-4- <br />
