Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />Change of Zone Application (REZ 97-7) <br />Applicant: Wayne and Barbara Yamanaka <br />Request: RS -10 to CN -10 <br />Tax Mangy; 7-2-37.16 <br />The Planning Commission, after a duly held public hearing on July 10, 1997, voted to <br />recommend for your approval the proposed legislative bill to change the district classification <br />for approximately 12,900 square feet of land from Single Family Residential (RS -10) to <br />Neighborhood Commercial (CN -10). The property is located at the southwest corner of <br />Kekuanaoa Avenue and Kalanikoa Street approximately 483 feet west of Kanoelehua Avenue <br />in Waiakea Houselots, South Hilo, Hawaii. <br />After considerable discussion and addressing concerns regarding traffic, parking and roadway <br />improvements, the Commission concurred with the following Planning Director's reasons for <br />recommending favorable consideration of the change of zone: <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed. Itis <br />only through such a comprehensive policy analysis approach that evaluations and <br />decisions can be made to better time and stage developments to achieve growth <br />determined by the General Plan and related planning documents. The implications of <br />these evaluations and decisions must be also considered as they may have an impact on <br />similar areas in the County, but ultimately, on the future development of the whole <br />island. <br />
