These changes
aze quite minor and would not require that the general plan go back to the Planning Commission.
1. You will notice that the cover page to the plan refers to the title as a "revision" and includes a date as
well as the word "draft". This should be changed to reflect the fact that the Council is adopting an entire
plan. Once the plan is adopted, it will not longer be a draft. Moreover, the plan should be dated 2005.
2. It would be a good idea to replace the term "extensive agricultural land" with the term "extensive
agriculture" through out the text of the plan. Doing so maybe necessary to complete the amendment
process by the Planning Committee that restored the "extensive agriculture" designations to various
areas in Kona. This change would also ensure consistency between terms used in the maps and the text,
as well as the new plan and the 1989 plan.
3. Bill 163 should be amended to ensure that the clean version of the bill (as opposed to the Ramseyered
version) includes: (I) LUPAG maps of the entire island at a scale of approximately 2 miles to the inch
and (2) all the other maps that are found in the Ramseyered copy. The Ramseyered version of the bill
contains sectional maps in addition to the one island wide map attached to the clean version of the bill.
The clean version of the bill should include these sectional maps of the entire island (i.e., what each map
would look like after adoption) as well as all the maps of public facilities, transportation, historic sites,
road and hazard maps. (The maps in the Ramseyered version and the clean version will look different
since the Ramseyered version highlights what the changes are and the clean version would simply show
what the maps look like after amendment.)
I will let you know if our office discovers other technical, non-substantive amendments that should be
made.
Comm.
